HMC VMS

The HMC Volunteer Management System. It is AI powered and it runs end to end, which means recruitment, registration, core training, credentialing, scheduling, deployment and the service record all live on one file that follows the volunteer.

Referrals arrive matched to the services your organization actually declared, and each one ends in a known state. Accept it, serve the person, record what happened. You post your events to the whole county from the same screen.

The loop

Follow one person all the way through.

Nine tools only matter if they hand off to each other. Here is the handoff, in the order it happens.

Step one

Someone shows up.

A screening at a park, an event found by zip code, or a private check-in at eleven at night. All three start the same record.

A trained volunteer takes the visit.

Their orientation, their credential, their shift and their hours are already on file, so who ran the visit is never a question afterwards.

A referral goes out.

Routed to a partner by the services that partner declared. Housing to housing. Behavioral health to behavioral health. Not a flyer and a hope.

Every tool on this page was built for a program that was already running. Here is what those programs are answerable to.

County funding

Named in the CalMHSA Intent to Award for LACDMH Community Grants, through a competitive RFP.

Continuing education

Unstoppable approved by LACDMH on February 27 2026 for 1.0 CE and CEU across BBS, BRN, CCAPP and psychology.

Field research

A February 2025 Skid Row study of 75 respondents, certified exempt by the UCLA Institutional Review Board.

Community design

Mobile Health Outreach was built from a community needs assessment of 169 respondents, who named cost, time and transportation as what stops them.

Standing

California 501(c)(3), EIN 85-3784250, founded 2020, certified as an LA County Social Enterprise.

Federal registration

Active in SAM.gov, Grants.gov and eRA Commons, so a federal award has nothing to wait on.

How the data is held

Access is controlled and logged, and data is encrypted in transit and at rest. HMC OS is built to HIPAA and SOC 2 standards.
